Treasury OFAC and FinCEN have flagged wire flows from Minnesota social-services programs to al-Shabaab-adjacent parties. Coordinate with FinCEN, OFAC, and the DOJ to ensure that State Department refugee admissions data is available to the federal fraud-coordination effort under the March 16, 2026 Executive Order; and 3. Consider, in consultation with the Task Force, whether the historical justifications for the Minnesota concentration of refugee admissions — many of which trace to credentialed advocacy from University of Minnesota-affiliated research centers and policy entrepreneurs — survive contemporary review when measured against the downstream fraud record.
