The operation has produced two civilian fatalities (Renée Good and Alex Pretti, both U.S. citizens) and twelve-plus federal prosecutor resignations from the District of Minnesota and the DOJ Civil Rights Division on January 13, 2026, including former Acting U.S. Attorney Joseph H. Thompson and four DOJ Civil Rights Division section chiefs. DHS joined DOJ in a federal preemption suit against Minnesota, Minneapolis, St. Paul, and Hennepin County sanctuary policies. The Blueprint for Safety is the operational extension of the Duluth Model, developed at the Domestic Abuse Intervention Project (DAIP) in Duluth in 1981 by Ellen Pence and others, with academic credentialing from the University of Minnesota Duluth's sociology and women's studies faculty. Praxis International (1996) is the academic-legitimacy successor to DAIP. The MMPI is in active use across multiple DHS components for civilian and uniformed-officer applicant screening. The instrument is licensed commercially through Pearson Assessments. The scoring keys, item content, and norm-reference data are proprietary. DHS has standing under the federal preemption posture against Minnesota's sanctuary policies. The DOJ has filed United States v. State of Minnesota (0:25-cv-03798, D. Minn., Jan. 14, 2026) against §43A.191. The Title IX referral to DOJ from ED and HHS is active. The Cities Church indictment is proceeding under 18 U.S.C. §241 and §248. https://www.whitehouse.gov/presidential-actions/2026/03/establishing-the-task-force-to-eliminate-fraud/ **The Ask.** I respectfully request that the Department of Homeland Security: 1. **Review DHS personnel screening reliance on the MMPI** in light of the proprietary structure that prevents independent verification and the October 2025 OCR Resolution Agreement by the licensing institution, and consider alternative or supplemental screening tools; 2. **Audit DHS / DOJ OVW grant programs** built on the St. Paul Blueprint for Safety / Praxis International / Duluth Model architecture, in light of the National Institute of Justice's CrimeSolutions registry classifying the Duluth Model as not effective; 3. **Coordinate USCIS Somali-community fraud-nexus review** with the Treasury OFAC, the FinCEN advisories, and the ongoing EIDBI/HSS prosecution work, treating the matters as one coordinated federal posture; and 4. **Report findings to the Task Force to Eliminate Fraud** under the March 16, 2026 Executive Order coordination framework, including any operational lessons from Operation Metro Surge that bear on the consolidated federal Minnesota docket.
