Humphrey School of Public Affairs. **The Portfolio Issue.** The Intelligence Community has assessed foreign-influence and national-security vectors intersecting Minnesota's Somali-American community, including wire flows from Minnesota social-services programs to al-Shabaab-adjacent parties (flagged in DOJ federal filings against EIDBI and Housing Stabilization Services fraud defendants and addressed in FinCEN advisories). The Treasury OFAC al-Shabaab designations are active. Mondale's tenure. Mondale was a graduate of the University of Minnesota Law School (1956). Mondale subsequently co-authored the Refugee Act of 1980 (Pub. L. 96-212), which formalized the federal VOLAG resettlement architecture that brought the Somali refugee population to Minnesota. The October 1979 Mondale-Brown recommendation that led to the admission of the Shah of Iran on October 22, 1979 — twelve days before the U.S. embassy in Tehran was seized — is part of the same Mondale foreign-policy record.
