## 1984 Extension — Local Government Pay Equity Act
Laws 1984 (exact chapter TBD) — Minn. Stat. §§471.991–471.999 — extended comparable worth requirements to every city, county, school district, and special district in Minnesota. Minnesota became the only state in the nation with mandatory comparable worth at both the state and local government levels.

The Pay Equity Act addressed compensation classification. §43A.191 (1Sp1985 c 13 s 172) addressed hiring composition — requiring affirmative action goals and PHJ documentation for non-protected-group hires. Together they form the two-axis architecture: who gets hired (§43A.191) and how they are paid (1982/1984 Pay Equity). Nina Rothchild drafted both instruments and administered both as DOER Commissioner 1983–1991.
