# EEO-4 reports of the State of Minnesota
*A federal workforce data collection covering state and local governments, including the State of Minnesota.*
The EEO-4, formally the State and Local Government Information Report, is a mandatory data collection published by the U.S. Equal Employment Opportunity Commission (EEOC). It is filed every two years by every state and local government with 100 or more employees. Each filer reports the demographics of its workforce by race/ethnicity, sex, job category and salary band.[^1] The Commission cites section 709(c) of [[Title VII]] of the [[Civil Rights Act of 1964]], as amended (42 U.S.C. 2000e-8(c)), and 29 CFR 1602.30 and .32–.37 as the legal basis for the filing.[^2]
The Commission's published statistics are released only in aggregate form. In the EEOC's words, they are presented in a way that "does not identify a particular employer or entity".[^3] The sources cited here therefore do not establish what the State of [[Minnesota]] reported as an employer in any filing year, or in which categories.[^3]
## Who
The EEOC describes the obligation as applying to "all state and local governments with 100 or more employees".[^1] The cited sources do not give the State of Minnesota's headcount or list its individual submissions.[^3]
## What
Filers report workforce demographic data that includes race/ethnicity, sex, job category and salary band.[^1] The instrument is keyed to race/ethnicity and sex because the federal collection itself requires those categories.[^1]
## When
The EEOC describes the EEO-4 as a biennial collection.[^1] The Commission publishes an EEO-4 Public Use File covering 2005 through 2023, together with a user guide for that file.[^4]
## Where
According to the EEOC, Hawaii reports its data under a different set of race/ethnic categories. For that reason, Hawaii's data are not included in any of the aggregated tables.[^5]
## Why
The EEOC states that the filing is required under section 709(c) of Title VII, codified at 42 U.S.C. 2000e-8(c), and under 29 CFR 1602.30 and .32–.37.[^2]
## How
The Commission states that the confidentiality provision in section 709(e) of Title VII bars the release of individually identifiable information.[^3] Its EEOC Explore tool "provides aggregate-level data in a manner that does not identify a particular employer or entity".[^3] The EEOC also states that confidential information is shielded from disclosure through "a series of statistical disclosure limitation activities".[^3] Public use files include aggregate employment details only where those details will not identify any employer or employee.[^3]
