Nathan Coulter (born March 9, 1986) is a Minnesota Democratic-Farmer-Labor Party (DFL) politician who has held a seat in the [[Minnesota House of Representatives]] since 2023. His district, 51B, lies in the southwestern Twin Cities metropolitan area and covers the city of Bloomington along with parts of Hennepin County.[^1]
In the [[Legislature]], Coulter authored the law that converted the state's renters refund program into an income tax credit. In 2023 he also authored a bill for a $5 million grant to plan a possible 2027 World's Fair Expo in Bloomington. The bid went to Serbia that June, and the money was left unspent.[^1]
## Early life, education, and career
Coulter was raised in Bloomington, [[Minnesota]], and holds a bachelor's degree in political science and music from St. Olaf College. He went on to complete a Master of Public Administration at the [[Humphrey School of Public Affairs]], with a concentration in health, housing, education policy and leadership.[^1]
For a decade he was employed at the [[Minnesota Senate]], first as a legislative assistant and also as a DFL researcher. He has been a board member of the Perpich Center for Arts Education. He held two separate terms as a commissioner of the Bloomington Housing and Redevelopment Authority, in 2015–2019 and 2022–2023.[^1]
Coulter was a member of the Bloomington City Council from 2018 until his election to the legislature. As a council member in 2022, he backed a city mask mandate to slow COVID-19. He also said that a mandate applied statewide would work better.[^1]
## Minnesota House of Representatives
Coulter won his House seat in 2022. His first campaign was for an open seat that the 2022 legislative redistricting had created.[^1]
His committee assignments are Children and Families Finance and Policy; Elections Finance and Policy; Higher Education Finance and Policy; and Veterans and Military Affairs Finance and Policy. He also sits on the Taxes Committee's Property Tax Division.[^1]
### Political positions
Coulter was the author of a law converting the state's renters refund program into an income tax credit. Under the change, more renters who qualify for the benefit receive it automatically.[^1]
He backed legislation to restore voting rights to Minnesotans with felony convictions while they are on parole. In support, he pointed to Republican-controlled states, including Utah, that had already adopted the policy.[^1]
In 2023 he authored a bill that would provide a $5 million grant to plan for a possible World's Fair Expo in Bloomington in 2027. He argued that the expo would benefit the state economically. On June 21, 2023, the expo was announced as awarded to Serbia, and the money went unspent.[^1]
## Personal life
Coulter resides in Bloomington with his spouse, Charity. He has two children.[^1]
