# Office of New Americans
*Minnesota state agency housed in the Department of Employment and Economic Development*
The Office of New Americans is a Minnesota state office created in the 2023 legislative session at Minn. Stat. § 116J.4231.[^1] It sits within the Department of Employment and Economic Development (DEED), and an interdepartmental council advises it.[^1] The statute requires the office to file an annual report (Subd. 3).[^1]
The office's appropriation is $750,000 a year, provided through the One Minnesota Budget, which Walz signed on May 24, 2023.[^2] The office filed its FY25 statutory report on January 9, 2026.[^3] The office's documented outputs are these: it was named in statute, enacted, appropriated, staffed, and has filed its statutory reports.[^6] Assistant Commissioner Abdiwahab Mohamed is listed in connection with the office.[^3]
On naming, the formal body is the Office of New Americans. "Office of New Minnesotans" is the State's own plain-language framing of the constituency the office serves, not the name of a separate historical agency.[^4] Before 2023, the relevant structures were the DHS Refugee Resettlement Programs Office and Minnesota's 2021 entry into a network of states working on the economic integration of New Americans.[^4]

## Litigation
The companion record places a federal suit next to the office under the heading of the State's intake architecture.[^5] In *United States v. Walz* (0:25-cv-02668), the United States challenged Minnesota's in-state-tuition and North Star Promise statutes.[^5] Judge Menendez dismissed the suit on March 27, 2026. According to the companion record, the dismissal rested substantially on standing, because the United States' "Take Care" duty did not connect it to enforcing the statutes, and on a failure to prove discrimination.[^5] Judgment was entered March 30, 2026. The United States has moved to appeal to the Eighth Circuit.[^5]
The record shows a dismissal on standing that is now on appeal. It does not establish a merits holding on whether the challenged statutes are lawful. The matter remains pending.[^5]
