# One Minnesota Plan
*A Minnesota state strategic plan and coordination framework, 2023–2027, published through Minnesota Management and Budget.*
The One Minnesota Plan is the State of [[Minnesota]]'s strategic plan for 2023–2027. Its pages are published by [[Minnesota Management and Budget]] (MMB), and a state resources page also carries it.[^1][^2][^3] One Minnesota was first the 2018 campaign brand. It later became the name of a state apparatus. Besides the plan, that apparatus includes the [[Council on Inclusion and Equity]], the One Minnesota Budget, and a coordination function across 24 cabinet agencies.[^3] The project's record finds that the apparatus "rests entirely on executive-order authority — no statute."[^3]
On January 14, 2026, the [[United States Department of Justice]] sued the State under [[Title VII]] of the [[Civil Rights Act of 1964]]. It announced the suit in a release titled *United States Department of Justice Files Lawsuit Against Minnesota's 'Affirmative Action' Regime*, which uses the term "Minnesota's 'Affirmative Action' Regime" for the State's apparatus.[^4] The complaint cites the statute [[Minn. Stat. § 43A.191]] eight times.[^5] The sources cited here do not establish that the One Minnesota Plan is named in that complaint. The project's catalogue of U.S.-government "regime" usages finds no other U.S. state described in this way.[^4]
## Who
MMB publishes the plan's main page and an About page.[^1][^6] The apparatus began with [[Executive Order 19-01]], issued January 9, 2019. That order was Governor Walz's first official act, and it created the [[Council on Inclusion and Equity]].[^3] The coordination function reaches 24 cabinet agencies.[^3]
## What
MMB's One Minnesota Plan pages include an About page,[^6] a collection of agency strategic plans covering 2023 to the present,[^7] and a measurable-goals framework.[^8] A separate page at state.mn.us is titled as the plan's official state resources.[^2] The project's record lists the plan by its 2023–2027 span. That record places the plan alongside the One Minnesota Budget and the Council on Inclusion and Equity as parts of one apparatus.[^3] The sources in this record do not carry the plan's full text, its stated goals, or its budget figures, so none are summarized here.
## When
- 2018: One Minnesota is used as a campaign brand.[^3]
- January 9, 2019: Executive Order 19-01 establishes the Council on Inclusion and Equity.[^3]
- May 24, 2023: The One Minnesota Budget is signed.[^3]
- September 29, 2023: [[Executive Order 23-12]] renews and expands coordination across 24 cabinet agencies.[^3]
- January 14, 2026: The Department of Justice files *United States v. State of Minnesota*, No. 0:26-cv-00273 (D. Minn.), and issues release No. 26-21.[^4][^5]
## How
The project's record describes the One Minnesota apparatus as resting on executive orders alone, with no statute behind it.[^3] That record marks the executive orders and the budget as primary-confirmed. Their texts are not among the sources cited in this article.[^3]
The federal complaint in [[United States v. State of Minnesota (0:26-cv-00273)]] was brought under Title VII.[^5] It rests on statute text. It quotes Minn. Stat. § 43A.191, including subdivision 3(c), which requires an agency to explain the reason for hiring a non-affirmative candidate.[^5] Release No. 26-21 states that Attorney General Pamela Bondi certified the case as a matter of general public importance.[^4] The cited sources record the filing and the certification. They do not record a disposition, and this article does not adjudicate the matter.[^4][^5]
## How many
- 24 cabinet agencies fall within the One Minnesota coordination function renewed by Executive Order 23-12.[^3]
- The federal complaint cites Minn. Stat. § 43A.191 eight times.[^5]
