# Title VI *Title VI of the Civil Rights Act of 1964, the federal statute barring race, color and national-origin discrimination in programs that receive federal financial assistance.* Title VI of the [[Civil Rights Act of 1964]], codified at 42 U.S.C. § 2000d, prohibits discrimination on grounds of race, color, or national origin in any program receiving federal financial assistance.[^1][^2] Each funding agency implements it through its own regulation. The project's claim record describes the Department of Justice's rule at 28 C.F.R. Part 42, Subpart C, as the template other agencies adopted.[^3] In the Minnesota record, Title VI appears through the outputs of federal enforcement against Minnesota recipients of federal funds. These are a complaint to the U.S. Department of Education's [[Office for Civil Rights]] against Minnesota State University Moorhead, filed June 11, 2024; a complaint against the [[University of Minnesota]], filed November 14, 2024, on which the Office opened an investigation on March 13, 2025; and a Title VI resolution agreement involving the university's [[Carlson School]], dated February 19, 2026.[^4][^5][^6][^7] State agencies, including the Minnesota Department of Transportation and the Department of Human Services, publish Title VI nondiscrimination programs describing their own compliance.[^8][^9] Title VI is separate from [[Title VII]], the Act's employment title. On January 14, 2026, the [[United States Department of Justice]] sued the State under Title VII ([[United States v. State of Minnesota (0:26-cv-00273)]]), in a complaint that cites [[Minn. Stat. § 43A.191]].[^10][^11] The Department's release No. 26-21 announcing the suit is titled *United States Department of Justice Files Lawsuit Against Minnesota's 'Affirmative Action' Regime*.[^12] The project's catalogue of U.S.-government "regime" usages (*[[How Minnesota Got Here]]*, note 40) finds Minnesota the only U.S. state so described. Federal law uses the same word for foreign governments, as in the [[Iraq Liberation Act]] of 1998's reference to "the regime headed by Saddam Hussein".[^13] ## Who Federal enforcement of Title VI is divided among the agencies that provide the funds. The Department of Justice's Civil Rights Division maintains the federal Title VI coordination function and manual.[^14] Within the Department of Health and Human Services, the Office for Civil Rights enforces Title VI for HHS-funded programs, and the [[Office of Inspector General]] holds compliance-audit authority over HHS grantees.[^15][^16] The Department of Education's Office for Civil Rights administers Title VI compliance for education recipients.[^17] The Department of Housing and Urban Development's Office of Fair Housing and Equal Opportunity enforces Title VI together with the [[Fair Housing Act]].[^18] The Department of Transportation's Office of Civil Rights is the federal compliance backstop for Federal Transit Administration and Federal Highway Administration recipients, and the Highway Administration runs its own Title VI program.[^19][^20] ## What Each funding agency has issued a Title VI regulation: - Justice: 28 C.F.R. Part 42, Subpart C.[^3] - Transportation: 49 C.F.R. Part 21, which binds grantees of the FTA, FHWA, F
