# VOLAG network
*Network of voluntary agencies (VOLAGs) that resettled refugees in Minnesota under federal funding*
The VOLAG network is the set of voluntary agencies, or VOLAGs, that carried out refugee resettlement in [[Minnesota]] under the federal refugee program. A Minnesota Time Table entry for 1985 records the network in the state as fully operational that year, with Lutheran Immigration and Catholic Charities among the active agencies.[^1]
Federal money reached the network through the [[Office of Refugee Resettlement]]. The project's claim:link catalogue describes this as a federal pass-through to the Minnesota VOLAG network, with [[Title VI]] certifications layered on top of it. The catalogue files this entry under its Title VI theory, which concerns race discrimination in federally funded programs.[^2]
*The Instrument No One Will Name* (densified, 2026-06-18) places the network within a longer account of resettlement. That work states that the [[Refugee Act of 1980]] built the resettlement scaffolding, and that the VOLAG network then placed Minnesota's Hmong and, later, Somali cohorts through the same infrastructure. The same work also asserts that the resettled communities are the ones that [[§43A.191]] classifies and that DHS-administered programs fund.[^3]
